Well, sure. If you remodel your house and ask whether something *can* be done, the answer is pretty much "always", but are you willing to pay for it? So in your uninformed view (mine is uninformed too) you look at it and say "they could do that quicker if they were just willing to spend more money!" But if the cost done one way is, say, $300 million over 3 years, and the cost another way is $500 million over 2.5 years, and yet a third way is $3.5 Billion if done over 1.5 years, which way do you choose? It's easy to sit in your recliner, IPA in hand, and say "well, they could do it faster but nobody wants to pay for it," to which perhaps the best reply is "you're not wrong, Walter..."
