I've heard that too, but the few times I've talked my way out of a ticket started off with something along the lines of:
"I'm sorry Officer. Blowing through that red light was a completely boneheaded thing to do and I swear I will never run a red light again"
He said he appreciated the honesty and issued me a warning for the red light and a $10 fixit ticket for not being able to provide proof of insurance.
I think if you just act chill, be honest, polite and respectful, then the cop (if he/she's cool) will be more likely to give you a break. If you start denying shit that was blatantly obvious then that will probably piss them off and more reason for them to write you up.
