To me this shows something that can definitely be done to reduce these mass killings and that is to act if you see these kinds of warning signs. Right, to be effective there needs to be legal means for taking action against someone displaying this behavior, but there's also an aspect of more people acting when they see this. Too often people see the warning signs but are hesitant to take it seriously enough.
