I looked around for old footage of him and he was always very clear and a very good public speaker. there's also nothing about his speech impediment until around 2019 just before the election. It looks more like a Democratic campaign endorsing him for presidency and to cover up his cognitive decline.

I thought his smiling seemed weird and inappropriate too…

Personally, I’ve always felt that if there was a minimum age to be eligible to run for president in our country (35) there should also be a maximum age (I’d say 70.) I think there are outliers who would be great leaders over the age of 70, but the same could be said of some under 35.
