Yes, there are unmarked ISPs at the Washington and Oregon borders. People are really getting nailed by Ontario and between Moscow/Pullman. Plenty of stories in the news about improper search and seizures for out of state plates. Pro tip-if you're coming back from OR to Idaho, go through Nyssa and drive the speed limit. That will take you a few miles from I84 and where the cops hang out. Only costs 10-20 minutes in travel time.
And don't be black. I remember a friend in the 80s who finally removed the deadhead stickers from his car after the third time he got pulled and searched for no (other) reason. SOME Cops can be biased as fuck against certain people no matter how much they are toeing the line otherwise.. I also have friends who are great cops.. Bad apples out there too though..

Typical bail bond premium is 10% of bail, so they need $5K to get a $50K bail bond. I figure they've got the other $2500. They will also need to pledge security, e.g., a second mortgage or deed of trust, and sign a personal guaranty of the indemnification agreement that backs the bond.

Hmm, I didn’t know about that second part. I thought that’s what the bail bondsman is paid the 10% for, and why they hire bounty hunters to track down miscreants when they skip bail. Otherwise, why would they have any motivation to do that, if the accused has to have some collateral to cover the full bail amount?

Also, I think some of you are confusing the difference between bail and bond.
Bail is essentially collateral so you don't run away while you're awaiting/on trial. Since you haven't been convicted of a crime, and if the State can't or won't convince a judge of probable cause to hold you without bail, you can leave if you loan them money.
A bond is money you GIVE to a bail bondsman. Typically 10%. They put up the collateral and you don't get the money back. They can also hunt you down if you skip town.
When they say $50,000 bond, doesn't that mean bail was half a mill?

AFAICT, the bail was set at $50K, thus the need to raise $5K for a bond premium.
The bail bonding company supplies a bond in the amount of the bail. The bond -- a promise to pay the full bail amount upon non-appearance -- is underwritten by a court-approved bonding company. The bondsman takes a cut and the balance of the premium gets paid to the underwriter. If the subject does not appear at court, the underwriter pays (forfeits) the bail amount (in this case $50K) and a warrant is issued for the arrest of the subject (now a bail skipper). Then the underwriter seeks a remedy. If the underwriter tracks down the subject and makes him eventually appear, the court may pay back some or all of the forfeited bail to the underwriter, but not always, i.e., sometimes the entire bond is forfeited. Under the indemnification agreement, the underwriter can collect whatever bail is paid (and not returned) plus the costs of hunting down the bail skipper, court costs, interests, attorneys fees and other expenses. Thus, sometimes the security and/or guaranty is tapped for more than the full bond amount.
