That is precisely why and EA or EIS is written, to provide more information on the proposed project to the decision makers so they will be able to make a determination to either grant or deny the permit. The EA or EIS does not in itself make the decision on a permit.Quote:

Don't assume that the EIS actually means anything. It's simply a bueracratic hurdle. You'd be amazed at how little the FS actually knows about the Ecosystem's they manage. The FS assessment identifies the area as habit for both Elk and Lynx. Nobody I know, including folks who have been in the BC thousands of days over multiple decades, has seen any evidence of either of those animals. Like I said, its simply a hurdle. Often times, little if any logic is applied.
I am not going to argue that EA's or EIS's can be nothing more than a hurdle to the permittee, but don't blame that on the document. Place the blame on the politics of the situation. I have helped write EA's and EIS's (virtually no difference in content other than requirements for public hearings) that clearly indicate a project should not be granted approval only to find out that a certain politician was contacted and next thing I knew the permit application was approved.
What does the DNR have to do with this? The Forest Service are the ones managing the land.Quote:

Anybody who wants to weigh in on this can do so, and you don't need to live in CO. Just write your own Congressional representative or US Senator and tell them what your position is on and why. They can cast a vote against the Appropriations bill discussed earlier in this thread or make their own call to the FS and put little pressure on for truth and accuracy in the EIS. It would be helpful to the CO member so Congress to have a sympathetic ear with other members.
