That’s how they did it so there wouldn’t be duplications. I assume the state (California) with the most searches gets first crack, then the second state but the first states search choice is eliminated from consideration.

That’s the point of a “relative” comparison. “Which term does this state search for more than other states?” by default means there will never be duplications

To be fair most people can only name somewhere between 45 and 50 of the 64 states because so many of the them look like duplicates.
