I think it's a crapshoot in all categories. Mt CB tent sites are near a road, but at least it's a paved road so not as dusty as being parked right next to the dirt in cement/brush/wash gulch. On availability, I've been surprised how variable it's been in August. Some pals found a great spot ~2PM last Saturday (I didn't have high hopes). Wash gulch always looks busy, and as GB said Farris is underutilized. There are great sites at the far ends of every drainage that are available more often than not, but it's not a short commute.
It's too close to roads / buildings / noise. I doubt I'd get much sleep. Kinda feels like everyone stares at you as they drive by too. I'd camp there if I was in a pinch though, and it's cool the city has it available.
^^ Those downsides would almost be worth it to me, I get stressed out driving around looking for open campsites. Rolling into there knowing there would be open spots sounds pretty good from that aspect. Plus I don't really camp to camp, I camp to go ride/ski/etc. But yeah, it isn't your typical camping situation at all.
