That would burn the insulation off the wire but not melt the actual wire. Copper has an extremely high melting point, charcoal doesn't burn hot enough. If there are fuses it might ruin them, but just melting the insulation may or may not achieve the desired results.
As for melting the PVC pipe in the pole base, that's not a problem. It's only going to melt it down to the level of the concrete. It would be no problem to just cut it off flush with the concrete and pull new wire through it.
