it will take someone other than the cops to figure it out. the vast majority of cops i work with are morons. they are actually unintelligent humans. i know this doesn't apply to all but it does to far too many. their training needs to be overhauled entirely from the outside. police practices aren't working.
i think training and misconduct needs to be handled at the federal level but some autonomy should remain. the reality is, all of this revolves around our mental health and addiction crises. tactical responses and tactical response training is necessary because perpetually mentally ill individuals commit mass murders. granted, the cops typically do little to nothing in these situations but sweep and clear buildings or allow the perp a means to an end through suicide by cop, but their ability to respond is still necessary. on the other hand, these tactical responses are what lead to people experiencing mental health crises or drug-induced episodes being killed. maybe a solution is within how the information given to dispatch is interpreted and relayed to officers, and how they respond accordingly. the mental health and addiction crises needs to be addressed at the federal level and it needs to addressed immediately. it needs to be addressed by scientists and mental health and drug experts, not politicians. i don't know how; it is not my job to figure out but it is somebody's and they aren't doing it.
another issue is this: it takes 13-19 months on average for joe schmo to become a cop. in norway and finland, it requires a three year bachelors degree, the first year of which is focused on the role of police in society in ethics. the second is a year of shadowing a senior officer. the third is a return to an academic setting where they learn psychology, investigations, and whatever else is required. they also complete a thesis. they undergo psychological testing to ensure that they are capable of upholding their duties and are able to be trusted with a firearm. 90% of their general populations trust the police.
america is fucked. this is a paradigmatic crisis and i don't see a viable solution anywhere in the near future. maybe that is the thing: to effect significant, lasting changes, it will certainly take years of progressive improvement. but we are rightfully upset at the current situation and want to see more immediate change. don't get me wrong, immediate changes need to be made and they will most definitely save lives and that will be significant progress, but the lasting and most significant changes will come over time and i think we will have to accept that.
When all else fails and your only other option is to use lethal why not dart them?

Darting people is not a solution to anything unfortunately. Wild animals absolutely do die from overdoses or complications of tranquilizers, and they often take a while to take effect. I don't think theres such a thing as a semi auto dart gun, and penetration issues with clothing are probably also going to be a thing.
I agree our tv and movies glorify killing and worse, trivialize it, but I don't think trying to control that is an answer either, its just a symptom of something bigger.
Cops with tranquilizers is a bad idea. They would use them every chance they got. Likely more than tazers. Think about it

And I still like concrete head's (unintentional) proposal. Offer them a smoke (a dart if you watch Letterkenney). I mean, he's in the Eugene area and they gave Cahoots. It's not perfect, I get that. But its a step in the right direction. Offer humanity and compassion.

In my twig pig days, we were trained to carry a pack of smokes, and offer one when dealing with individuals that were under stress. Worked very well, both for the intended use, and in gifting when entering on indigenous camps. It was amazing how quickly that fix of nicotine would de-escalate a confrontation.
