I don't think Smith is completely wrong. Only the Feds can put an export tax on and why they would that do if they understand the market which they might not. The Feds have money in their pocket , AB has less a lot and the oil companies have less. The price of heavy oil WCS after it crosses the border goes up a bit but not that much unless the flow decreases a lot then AB losses many billions in tax. AB's royalty is the cream of the price, high price lots of royalty, low price no money to AB so no money to pay nurses . If there was pipeline to get 1-2 mil BPD to the coasts then maybe but as it sits right now its a captive supply. AB has to ship oil what ever the price is. In future once the pipelines are built put on a export tax to pay for the pipelines to tidewater. But try explain to the Americans with a new administration that Canada would rather trade with anybody but Americans. They will say that was Trump not us , we will never do that again why are you hurting the people of the midwest your so mean. Canada would have be in a position that it would have pipelines running at 70% so the supply could be shutoff the US or mostly shutoff to US and all of the oil flows.
Its funny watching US TV on the issue , Fox is terrible, " Canada is friends but they need to be fair" never mentioning Annex or econ force or 51st state etc. The actual endgame is hard to determine as Trump lies about the size of the Canadian surplus so it can't actually be that. The fair issue is that Canada agreed to spend 2% of GDP by 2024 back in 2014 and really made no effort to do so, none. JT would come back from NATO meetings and after smiling to NATO would be back in Canada and spend money on child poverty and old people or dental care for poor people. Things Americans would never understand. What to do? Promising to spend 2% in 6-8 years doesn't cut it. I wouldn't trust Canada. Sign a contract ammendment to double the size of the F-35 purchase so we would buy more than Finland, sign a contract to buy 6 DDG-52 flight V or what ever they are up to. Imagine the trump win in 3 months when a DDG 52 is launched in Bath Maine after quickly being renamed HMCS beaver and PP handing over a cheque for 2 billion to one of the Trump kids or whoever.

Not sure if USN really wants Canada to own SSNs. So much integration and secret stuff. One thing for the Ausies to get SSNs via the Brits but to directly get USN tech that even the US can hardly afford. But I see where your going. I think more F-35s would be a easy sell. Its a big buy plus locks Canada into having a larger Air Force so more than two fighter bases.
