It isn't just I-70 anymore. Eldora is now a total fiasco too now. Hour long line up to get up the road to park. Colorado has just filled up with people from shittier and more crowded places coming here to make it shittier and more crowded. Congrats by moving here you've fucked the quality of life for everyone. /rant

I'm glad I am minimally impacted by the road shenanigans, but holy shit, if I lived in Dillon/Silverthorne I'd be ready to riot. The entire town was a parking lot for 5 hours yesterday because of the backups.
SOLUTION:
License place scanners on I70 just like on express toll system.
You get a $1000 bill if you pass through them during traction restrictions without having a $10 safety inspection at a filling station for the winter season (where they will check for winter rated tires). Inspection is voluntary, so is choosing to drive in bad conditions.
Those passing through without having a safety inspection will have to find a filling station during daytime hours... or check in with a roadside inspection station / chaining station. This system will automate fining of chain-skipping-trucks.
This will also address rental cars. The rules are there and rental agencies can comply however they want (and pass fines on to the customers who choose not to rent equipped vehicles and then drive them in traction restriction conditions).
The fines would more than pay for the system and the economic benefit of not having the roads closed, delayed, accidents, high insurance, etc would be a massive bonus.
This would mean that people would have to take responsibility for their own actions. This is America after all, not Europe. I'm sure the guy in the 2wd Toyota Camry who couldn't make it up Berthoud Pass because he had no chains on thought he was being fucked by the man if you asked him.
