The lobbying is heaviest in the states. Pro legalization groups put all their efforts into CO/WA/OR to change things on the bakers level. After years of trying, I think they finally realized nothing would change on fed level until some of the dinosaurs were gone. After wounds are licked over OhighO, I could envision a big lobbying effort in either VT or MA, as well as the huge one ongoing for CA 2016 vote. I would hope there are at least three other states on ballot for 2016 other than Cali for full legal rec baking.
