The groundhog likely had either of a head injury, or rabies, the way it was acting. So, while imo the deputy should still probably get a chat about letting it get to a backstop before dispatching it, he should come off ok overall for this one. Strong C+ for him.
This is also a good object lesson for all the core gun control pistoleros on here who think that anyone interested in self defense should be more than happy with a handgun and with only 5 or so shots. Basically, in terms of incapacitating even a determined groundhog, handguns are far less effective for defensive purposes than other options.
