tail waters (flows below dams) can be a good bet for winter fishing. a quick google search brings up the blue river below dillon reservoir.

It might be more of a drive, but the Arkansas below Pueblo Res is really good in the winter. DOW stocks that stretch all year around, brooders too. Lots of peeps use it as a tune-up before going to the San Juan. I go there before the Caddis hatch to get my timing back. Check http://arkanglers.com for the fishing report for hatches...

The hard kores are still fishing Clear Creek along the frontage road above Idaho Springs. Not much open water, but it might be fun to get out.
Haven't been by the S. Platte in awhile, but my guess is that there's less ice than on CCrk.
buddy sed that cheeseman was going off the other day.
There are fish in boulder canyon too you know.
