Hit the menu in the top right corner (three dots) select reply which should open a reply window, select icon with mountains, select pic, hit send.
Voila. A random pic from my phone.

i did that and get the same error message.
it lets me choose the pick but when i try to upload it says there is an error and to check my network and try again. but there's nothing wrong with my network

Check your phone's system settings, and/or the settings for whatever galley or file app you're using to access the picture from. Look for something along the lines of "only use wifi". I know google photos defaults to that. Also make sure "set cellular data limit" is off (unless you actually use that function).
Another way to test for the same thing would be to see if the pic will upload with wifi on.
edit: also, holy sh!t 2funky. That pic was just on your phone?
