What I am hearing is he came out of a barrel and collided with a surfer paddling out. He ended up under water with his board tombstoning and the other unknown surfer pulled up on his leash, breaking it... I'm sure his intentions were good, but he should have dove down and pulled him up. You're not going to raise up a 200 pound guy with a leash.
