Just bought some used Trab Stevlio that had Dynafit Tri-step's mounted.
Same BSL for me.
The screws do not tighten down completely for my FT12 bindings.
I am hand tightening only, but do have power drivers available.
They are presumably drilled 3.5mm x 9 mm, as stated on sks.
Is there a screw length difference between the Tri-step and FT?

Don't know the tri-step but shouldn't be. Any kind of adult binders should not have longer screws than 9mm going into the ski.
Either the holes aren't drilled properly or there are remnants (glue, chips etc.) in the holes. Or the screws are the wrong ones/mixed up between toe & heel.
I *think* the (older) Dynafit Tri-step binding toe units used shorter screws than your FTs. But even if the screw length is different, this would not affect the depth of holes drilled.
In other words, your FTs should mount just fine with the appropriate screws, i.e. the HW included with them.
You might be experiencing the dreaded Dynafit toe lift problem. As the plastic (or carbon fiber, or whatever) material underneath the metal toe unit is threaded (or at least snug) for the screws, this tends to push the entire toe unit up off the ski when mounting.
Some folks like to drill out these holes (in the plastic). Having mounted hundreds of Dynafits setups, I have found that proper hole tapping, in addition to making sure whatever screw you snug down first PULLS THE BINDING TOWARD THE SKI as you mount it, will assist in keeping the toe unit flat to the ski topsheet.
