While I agree that these idjits need to be punished a strange item at the end of the article made me wonder...when and why did "improper food storage" become a crime?

Staff observed 146 hiking groups in violation of park regulations (7.2% of all groups), and 4 stock groups in violation (26.7% of stock groups). Violations included permit violations (44), resource violations (33), pet violations (23), improper food storage (21), illegal camping (16), excessive party size (6), litter violations (5), and illegal fires (3), 265 groups were observed with proper food storage, 21 (7.3%) with improper food storage.

I always knew it was stupid and you could easily get yourself mauled. (A not so bright cousin-in-law is missing part of his face due to sleeping on top of a crumb-covered picnic table in grizzley country) Just don't see why it's a "crime".
