To me, the joke reflects back on the guy who decided to pick the article to bits in a 'like, we surf that sort of shit every day" kind of way. Any kook who actually seeks out the Daily Mail to read is pretty dumb, anyone who then takes it upon themselves to critique the Daily Mail is just plain fucking stupid.

The location is Newlyn, Cornwall. There and Portreath have two well known harbour breaks, suffice to say, on both walls the words "Locals Only" are painted clear as day.... you can't beat Cornwall for localism.
