Adjust it to the position you want it at.
Drill a hole right through the buckle and strap.
Put a small bolt thru, facing out.
Screw a washer and wingnut down and clamp the buckle.
Now go ski.

Drill thru the toothed clasp part of the buckle, with the strap in it. Just like it looks before it starts slipping apart. Drill right thru the meat of that mf'er.
