Danno- Penfed Powercash has 2% back and no foreign transaction fees. You have to keep something like 500 in a savings account if I remember correctly.
State Department Federal Credit Union also has a 2% back card but without requirements for holding cash there. Anyone can join.

I have yet to find a speed limit on the 190 104 free. I know I have taken it above 60 mph per GPS recordings on Strava. I don't think I need much more top end than that, ha.
