I don't click the paperclip, I click on the little picture icon below that, in the row of formatting buttons. Then upload tab. Choose the file. "Send it to the server" and wait until it changes the screen (ie has uploaded). Then post.

The forum has had a few moments of downtime over the past couple of weeks, maybe you had the bad luck to try during one of those. Another possibility is that you need a PW reset?
